Ronald J. Moeller

Mr. Ronald J. Moeller was sworn in as the Deputy Assistant Secretary of War for Strategic Readiness on August 25, 2025. In this capacity, he oversees strategic readiness assessments, warfighter development, including joint training and exercises, and individual and collective joint warfighter training and education, as well as readiness implications within the Department’s resourcing processes driving readiness-informed outcomes across current and future resourcing cycles.

He began his 38-year intelligence career in the U.S. Air Force, enlisting as an intelligence specialist, before concluding his service with the Central Intelligence Agency (CIA) as a paramilitary operations officer. In this role, he deployed continuously overseas following September 11, 2001, with multiple assignments in Afghanistan, Pakistan, Iraq, Uzbekistan, Philippines, Bosnia, and other locations.

Mr. Moeller later served as the CIA Director’s representative to the Chairman of the Joint Chiefs of Staff’s Pakistan-Afghanistan Coordination Cell. In his final overseas assignment, he returned to Kabul, Afghanistan, as the senior advisor to the Commander, International Security Assistance Force Joint Forces Command. Mr. Moeller retired from the CIA in April 2013.

He holds an M.A. in International Relations from Webster University and a B.S. in Management from Park College. He is also a graduate of the U.S. Air Force Air War College Seminar Program and the Armed Forces Staff College.

Mr. Moeller is the recipient of two U.S. Army Superior Civilian Service Awards, a Joint Civilian Service Commendation Award, numerous Director of National Intelligence, CIA, and DIA commendations and awards, the Joint Service Commendation Medal, two U.S. Air Force Commendation Medals, and the U.S. Army’s Combat Action Badge.

Mr. Moeller’s blend of intelligence experience and time spent in war zones provides him with a unique perspective on readiness, training, and professional education, all grounded in supporting the President’s policies of America First and the Secretary’s restoration of the warrior ethos.
