Mr. Ryan Crotty
Mr. Ryan Crotty is Performing the Duties of the Principal Deputy Assistant Secretary of War for Readiness (PTDO PDASW(R)). In this capacity, he supports the Assistant Secretary of War for Readiness (ASW(R)) in the role of principal advisor to the Secretary of War and the Under Secretary of War for Personnel and Readiness (USW(P&R)) on all matters related to the readiness of the Total Force. As PTDO PDASW(R), Mr. Crotty assists the ASW(R) in developing policies and plans, providing advice, and making recommendations for Total Force readiness programs, reporting, and assessments to execute the National Defense Strategy.
Most recently, he served as the Principal Director to the Deputy Assistant Secretary of War for Strategic Readiness. In this capacity, he served as the senior advisor on strategic readiness assessments, global force management joint training and exercises, individual, and collective joint warfighter training and education, and readiness implications within the Department’s resourcing processes.
Prior to that, he served as the Vice Director, OASW(R). In this role, he served as a senior advisor supporting the Assistant Secretary and Principal Deputy in their capacity as the principal advisors to the Secretary of War and the USW(P&R) for all matters related to the readiness of the Total Force.
Prior to that, Mr. Crotty served as a Special Assistant to the Deputy Secretary of War, executing the operations of the immediate office in support of the Chief of Staff to drive the Secretary and Deputy Secretary’s priorities.
Mr. Crotty spent four years as the Chief of Staff for the ASW(R), where he managed the operations of the immediate office of the Assistant Secretary and oversaw the operations and support for three Deputy Assistant Secretaries of War covering force readiness, global force management, military education, training, force safety, and occupational health.
He previously managed contingency and international programs as a budget analyst in the office of the Under Secretary of War (Comptroller), where he oversaw formulation of the $70 billion overseas contingency operations budget, as well as development and execution of the DoD security cooperation program funding and authorities. Before working in the Comptroller, he directly supported the Assistant Secretary of War for Logistics and Material Readiness, leading research and policy efforts on sustainment issues.
His civilian awards include Secretary of Defense Medal for Meritorious Service Award and the Office of the Secretary of Defense Medal for Exceptional Civilian Service. Prior to entering government service, Mr. Crotty was a Fellow in the International Security Program and Deputy Director for Defense Budget Analysis at the Center for Strategic and International Studies (CSIS). At CSIS, he led research efforts and published on the management and application of defense resources, the strategic implications of resourcing decisions, and the effects of these decisions on the defense industrial base. Ryan hails from New Hampshire, and lives with his wife and son in Washington, DC.
