Ms. Ann Y. Lee, a member of the Senior Executive Service, currently serves as the Director of the Personnel Readiness Management Agency (PRMA) in the Office of the Under Secretary of War for Personnel and Readiness (OUSW(P&R)). PRMA serves as the principal execution arm for the P&R enterprise, directing the essential programs that recruit, develop, sustain, and care for Department of War (DoW) Service members, Civilians, and their families to ensure force readiness.

As Director, Ms. Lee leads the strategic direction and operational execution of a wide-ranging portfolio. The agency administers defense-wide identity credentials, manages the Department’s central personnel data systems, and conducts research to guide force policies. Furthermore, the agency leads critical readiness initiatives, ranging from sexual assault prevention programs to strategic language training and transition services. In this capacity, she ensures PRMA fulfills its role as the critical operational partner to P&R leadership, delivering seamless and consequential support to DoW partners and customers across the enterprise.

Immediately prior to this assignment, Ms. Lee served as the Executive Director of OUSW(P&R), where she was the principal advisor and senior career official supporting the Under Secretary, ensuring synchronization and integration across the P&R enterprise. As Executive Director, Ms. Lee was responsible for the oversight and management of all OUSW(P&R) manpower, personnel, and financial resources. She provided institutional continuity and expertise, offering organizational advice, strategic guidance, and consistent messaging. She also served as the primary conduit for external engagements with Congress, interagency partners, the media, military and veteran service organizations, and other stakeholders.

Ms. Lee previously served as the Principal Director of P&R’s Resource and Program Integration Office, where she was responsible for ensuring quality control, accountability, and leadership awareness of all policy and program requirements across the enterprise. She also served as P&R’s Director of Congressional and Legislative Affairs and as a Military Legislative Assistant in the United States Senate as part of a fellowship with the Brookings Institution.

Ms. Lee holds a Bachelor of Arts in Political Economy from the University of California, Berkeley, and a Master of Science in Information Technology Management from the Naval Postgraduate School. She is a graduate of the Senior Executive Fellows Program at the Harvard Kennedy School of Government.
