The Field Activity supports policy development by performing cutting-edge research and expert analysis, supports readiness and departmental reengineering efforts, manages the largest automated personnel data repositories in the world, prepares tomorrow's leaders through robust developmental programs, supports recruiting and retaining the best and brightest, and delivers both benefits and critical services to warfighters and their families.

How We Support

Mission Support, comprised of civilian and servicemember personnel, directly supports the PRMA's overarching mission by formulating, executing, and overseeing DoW-mandated human resource programs, budgets, policies, and initiatives; and by providing resources and guidance to all PRMA Centers, Offices, and programs.

Defense Civilian Personnel Advisory Service (DCPAS)

DCPAS provides leadership in human resources management for the Department. It develops, manages, and provides policy guidance on all aspects of civilian personnel management.

Defense Equal Opportunity Management Institute (DEOMI)

DEOMI enables military mission readiness through research, training, and consultation. It is the Department’s center for Military Equal Opportunity, Equal Employment Opportunity, and the prevention of harassment, hazing, and bullying.

Defense Manpower Data Center (DMDC)

DMDC maintains the Department’s central Human Resource Information repository and serves as the primary source for personnel identity and authentication. It provides data, research, and analysis to support Department decision-makers.

Defense Personnel Analytics Center (DPAC)

DPAC improves the readiness and well-being of the Total Force through expert surveys, assessments, data analytics, and outreach. It comprises the Office of People Analytics (OPA) and the Office of the Actuary (OACT).

As the Department’s premier center for analytics, OPA delivers innovative, evidence-based data solutions to support Total Force management and improve the lives of the Department’s community

Allowances Division

Governs the Department’s annual station and housing allowances portfolio.

Delivers timely insights through expertise in statistics, data science, and surveys.

Defense Testing and Assessment Center (DTAC)

Provides fair and accurate measurement of examinees’ abilities and interests through testing and career exploration tools.

Health and Resilience (H&R)

Conducts research and analysis in order to promote the health, well-being and resilience of military Service members and Department civilians.

Joint Advertising, Market Research and Studies (JAMRS)

Fosters efficiencies across the Department’s recruiting efforts by performing shared market research for the entire department.

Methods, Analysis, and Systems Support (MASS) – Provides statistical, data science, and analytical expertise using secure IT solutions.

Research Strategy, Policy, and Dissemination (R-SPD)

Aligns OPA’s research and analytic efforts with P&R priorities through strategic and tactical support.

Retention & Readiness Division (R&R)

Designs and analyzes joint-Service surveys focusing on military and family readiness and retention to evaluate programs and policies.

Office of the Actuary (OACT)

OACT conducts annual valuations of the Military Retirement System, education benefits, and other military programs. It projects personnel costs, calculates Department contributions, and provides cost estimates for proposed changes.

Defense Support Services Center (DSSC)

DSSC provides critical support services to the Department's military and civilian personnel to enhance national security, mission readiness, resiliency and reintegration.

Combating Trafficking in Persons (CTIP)

Leads the Department’s effort to develop and implement policy and programs to combat trafficking in persons.

Computer/Electronic Accommodations Program (CAP)

Provides assistive technology, devices, and support services to ensure federal employees and wounded Service members with disabilities have equal access to the information environment.

Manages Voluntary Education (VolEd) programs that help Service members achieve their education goals and transition to civilian careers.

Serves as the single focal point for commercial travel within the Department, setting policy and managing travel programs.

Promotes cooperation and understanding between Reserve component members and their civilian employers.

Administers federal laws that ensure Service members, their families, and overseas citizens can vote.

Investigations and Resolutions Directorate (IRD)

Investigates Equal Employment Opportunity (EEO) discrimination complaints for Department agencies.

Provides policy and oversight for the Transition Assistance Program (TAP) and Yellow Ribbon Reintegration Program (YRRP) to support transitioning Service members and their families.
