Personnel and Readiness
Carrie A. McVicker currently serves as the Executive Director of the Office of the Under Secretary of War for Personnel and Readiness (OUSW(P&R)). As the Executive Director, Ms. McVicker is the primary focal point for the Under Secretary to ensure synchronization and integration of matters spanning the P&R enterprise.
As the Senior Career Official within P&R, Ms. McVicker provides institutional continuity and expertise, offering organizational advice, strategic guidance, consistent messaging, operational oversight, and resource management. She exercises oversight and management of all manpower, personnel, and financial resources for OUSW(P&R), with a budget of approximately $426 million in annual funding to ensure implementation of leadership priorities. In addition, Ms. McVicker and her staff are the primary conduit for engaging with Congress, inter-agency partners, the media, military and veteran service organizations, and other external stakeholders.
Prior to assuming the duties of the Executive Director (OUSW(P&R)), Ms. McVicker was Executive Director, Enterprise Services Agency within the Army’s Office of the Chief Information Officer. In that role, she was responsible for Army-wide missions to include Publishing, Records Management, Freedom of Information Act, Privacy, Information Collections, the 508 Assistive Technology program, and Declassification.
Prior to that, Ms. McVicker was the Executive Secretary (EXECSEC) to the Secretary of Veteran’s Affairs. Ms. McVicker started her Federal career with OUSW(P&R) in the Defense Human Resource Activity, moving up to support OUSW(P&R) across various portfolios.
