Mr. Ted Graham

Deputy Assistant Secretary of War for Reserve Integration Mr. Ted C. Graham serves as the Deputy Assistant Secretary of War for Reserve Integration, providing strategic guidance to the Assistant Secretary of War for Manpower & Reserve Affairs on all matters pertaining to Reserve Component and civil-military programs. A seasoned federal government executive, dedicated public servant, and decorated combat military veteran, Mr. Graham brings a unique blend of experience and expertise in command, management, budgeting, policy, and leadership to this position.

Mr. Graham has held multiple leadership roles in the Office of the Under Secretary of War for Personnel and Readiness (OUSW(P&R)), including Principal Deputy Assistant Secretary of War for Reserve Integration and Acting Deputy Assistant Secretary of War for Readiness Programming and Assessment.

Before joining OUSW(P&R), Mr. Graham served in leadership roles in uniform and as a civilian in the Department of the Navy.

Mr. Graham holds a Master of Public Administration from the University of Texas and a Master of National Resource Strategy from the Eisenhower School for National Security and Resource Strategy. He also holds a Bachelor of Science from Long Beach State University and is a graduate of the Executive Leadership Program at Georgetown University.
