DHRA delivers world-class services through disciplined business acumen, tightly optimized processes, and secure personnel data and systems. The Field Activity supports policy development by performing cutting-edge research and expert analysis, supports readiness and departmental reengineering efforts, manages the largest automated personnel data repositories in the world, prepares tomorrow's leaders through robust developmental programs, supports recruiting and retaining the best and brightest, and delivers both benefits and critical services to warfighters and their families.

How We Support

Mission Support, comprised of civilian and servicemember personnel, directly supports the DHRA's overarching mission by formulating, executing, and overseeing DoW-mandated human resource programs, budgets, policies, and initiatives; and by providing resources and guidance to all DHRA Centers, Offices, and programs.

Defense Civilian Personnel Advisory Service (DCPAS)

DCPAS is charged with providing corporate-level leadership in human resources management. DCPAS develops and manages human resources programs and systems for the Department of War (DoW). DCPAS also develops and recommends policy and provides guidance on all aspects of civilian personnel management. DCPAS advises all levels of management employees in DoW regarding human resources issues.

Defense Manpower Data Center (DMDC)

DMDC maintains the central repository of Department of War (DoW) Human Resource Information, both current and historic. DMDC collects, provides, and utilizes this information for the benefit of decision makers in the DoW and other government agencies.

Additionally, DMDC is the central source of identification and authentication of people in the DoW for identity protection, security, entitlements, and benefits verification. DMDC also provides management information, research, and analysis of manpower, personnel, training, and financial databases for use by DoW decision makers.

Defense Personnel Analytics Center (DPAC)

Office of People Analytics (OPA)

1. DPAC provides deep subject-matter expertise in scientific assessments, data analytics, and outreach to improve the lives of the DoW community. As a key component of this mission, OPA serves as the DoW’s premier center for analytics, delivering innovative, evidence-based data solutions to support Total Force management and today’s decision-makers.

2. Allowances Division
This team of economists, statisticians and program managers govern the Department’s annual station and housing allowances portfolio for the Military Compensation Policy Directorate, which falls within the Office of the Under Secretary of War for Personnel and Readiness (P&R). Staff expertise and experience includes survey design, market index development, statistical programming, finance, geospatial analysis, market research analysis, compensation policy, database management and program evaluation.

3. Data Science · Statistics · Survey Support (DS4)
DS4 delivers timely, accurate, and actionable insights to OPA and stakeholders through our expertise in statistics, data science, surveys, as well as our commitment to rigorous research and analytics. DS4 also provides innovative and scalable tools and processes, expert consultation, and direct analytical support, amplifying OPA's effectiveness in meeting the analytical and research needs of the P&R enterprise. DS4's responsive and highquality technical work ensures reliable and replicable results, empowering informed decision-making.

4. Defense Testing and Assessment Center (DTAC)
DTAC provides fair and accurate measurements of examinees’ abilities and interests, efficient delivery of tests and high-quality career exploration and planning tools.

5. Health and Resilience (H&R)
H&R conducts research and analysis in order to promote the health, well-being and resilience of military Service members and DoW civilians. We support Service members and DoW personnel by conducting cutting-edge research on high-profile topics within the DoW, such as gender relations, sexual assault, suicide prevention and command climate.

6. Joint Advertising, Market Research and Studies (JAMRS)
JAMRS eliminates redundancies and fosters efficiencies across DoW’s recruiting efforts to ensure that shared efforts are performed once for the entire department rather than individually by each Service’s marketing program.

7. Methods, Analysis, and Systems Support (MASS)
MASS is committed to providing timely, accurate, and valuable statistical, data science and analytical expertise while using the most effective cybersecurity-compliant IT solutions and systems.

 

Office of the Actuary (OACT)

1. OACT conducts annual valuations of the Military Retirement System, education benefits under the Montgomery GI Bill (MGIB), health care for the military retired population and the Voluntary Separation Incentive program. These valuations include projecting personnel, pay and benefits and calculating annual DoW contribution costs, as well as determining program unfunded liabilities and their amortizations. The Office also responds to requests for cost estimates of proposed changes in benefits from DoW, other government agencies and military service support groups.

2. Research Strategy, Policy, and Dissemination (R-SPD)
R-SPD facilitates and enhances OPA’s effectiveness in meeting the research and analytic needs of the P&R enterprise by providing OPA-wide strategic processes and tactical support. Our division vision is to ensure OPA’s capabilities are well-understood by our stakeholders and that our efforts align with P&R priorities.

3. Retention & Readiness Division (R&R)
R&R designs, conducts and analyzes joint-Service surveys focusing on military and family readiness and retention. This entails evaluating existing programs and policies, establishing baseline measures, implementing new programs and monitoring the progress and effects of new programs on the Total Force and their families.

Defense Support Services Center (DSSC)

DSSC provides critical support services to the Department's military and civilian personnel to enhance national security, mission readiness, resiliency and reintegration.
Combating Trafficking in Persons (CTIP)
The CTIP Program Management Office (PMO) is the DoW lead for developing guidance, training, and providing program support for the implementation of CTIP programs throughout DoW. The CTIP office strives to institutionalize DoW CTIP policy and programs and set conditions for effective prevention, protection, prosecution, and partnering activities in concert with, and supportive of, CTIP national efforts. The CTIP PMO is responsible for overseeing, developing, and providing the tools necessary for implementing the National Security Presidential Directive (NSPD) 22 within DoW. The NSPD 22 declares the United States Government's “zero tolerance” policy for trafficking in persons.

Office of Command Climate and Well-Being Integration (OCCWI)

OCCWI works to prevent harmful behaviors like suicide, sexual assault, harassment, domestic abuse, and child abuse across DoW. OCCWI empowers leaders to create healthy command climates by providing them with the people, data, and best practices they need to minimize risks and keep the focus on the mission.

Sexual Assault Prevention and Response Office (SAPRO)

SAPRO serves as the DoW's single point of accountability on sexual assault policy matters. Its primary mission is to develop and implement a comprehensive DoW-wide sexual assault policy. The objectives of DoW's Sexual Assault Prevention and Response policy are to specifically enhance and improve:

Computer/Electronic Accommodations Program (CAP)

Established as the centrally funded reasonable accommodations program for employees with disabilities in the DoW. Following the National Defense Authorization Act of October 2000, Congress granted CAP the authority to provide assistive technology, devices and support services free of charge to Federal agencies that have a partnership agreement with CAP.
The mission of CAP is to ensure that people with disabilities and wounded Service members have equal access to the information environment and opportunities in the Department and throughout the Federal government. By fulfilling this mission of providing real solutions for real needs, CAP is helping to make the Federal government the model employer for people with disabilities.

Defense Activity for Non-Traditional Education Support (DANTES)

DANTES provides consolidated management of the Department’s Voluntary Education (VolEd) programs that help Service members gain the knowledge they need to achieve their education goals, advance in their military careers, and successfully transition into the civilian workforce at the conclusion of their military service. Through partnerships with higher education organizations, and in collaboration with the Department’s VolEd community, DANTES delivers a portfolio of education programs that:

a. Enables service member college readiness.

b. Empowers informed decision-making about the quality and value of education opportunities.

c. Supports military student success by providing worldwide access to academic examinations.

d. Creates education opportunities in forward deployed locations.

Defense Travel Management Office (DTMO)

The Defense Travel Management Office serves as the single focal point for commercial travel within DoW, to establish strategic direction, set policy, and centrally manage commercial travel programs. DTMO maintains central oversight for commercial travel management, travel policy and implementation, customer support and training, DoW travel charge card program management, functional oversight of Defense travel systems.

Employer Support of the Guard and Reserve (ESGR)

1. ESGR promotes cooperation and understanding between Reserve component members and their civilian employers, and assists in the resolution of conflicts arising from employees' military commitments. It is the lead DoW organization for this mission
under DoW Directive 1250.1, National Committee for Employer Support of the Guard and Reserve (NCESGR).
2. ESGR operates through a network of hundreds of volunteers throughout the nation and Guam, Puerto Rico, the Virgin Islands, and Europe.

Federal Voting Assistance Program (FVAP)

FVAP's role within DoW is to administer the Uniformed and Overseas Citizens Absentee Voting Act, 42 USC 1973ff (UOCAVA), Title XVI of the National Defense Authorization Act of FY 2002 and portions of the Help America Vote Act of 2002. FVAP also conducts national and international “Get Out the Vote” campaigns, maintains the automated Voting Information Center, and administers the National Voter Registration Act, which designates Armed Forces Recruiting Stations as Voter Registration Agencies.

Investigations and Resolutions Directorate (IRD)

IRD investigates Equal Employment Opportunity (EEO) discrimination complaints for Department of War agencies, including the Military Departments.

 

Military-Civilian Transition Office (MCTO)

1. MCTO provides policy and program oversight for the Transition Assistance Program (TAP) and the Yellow Ribbon Reintegration Program (YRRP).
2. MCTO's mission is to continually improve the delivery of resources, information, and assistance provided through the programs, promoting their effective and efficient support of transitioning Service members and members of the National Guard and Reserve, their families, and communities worldwide. The office ensures transitioning Service members are able to successfully return to their civilian life while also addressing the challenges National Guard and Reserve Service members and their families face as they prepare for and return from deployment or mobilization.
3. Transition Assistance Program (TAP)
Providing transition assistance policy and program oversight to promote, advance, and install a culture of career-ready Service members. These policies will support the successful transition of Service members from the military back into civilian communities.

Defense Equal Opportunity Management Institute (DEOMI)

DEOMI is a joint activity program, enabling military mission readiness through research, training, and consultation programs designed to foster behaviors and practices that enhance leadership and increase teamwork and unit cohesion across the DoW. DEOMI serves as the DoW’s center of excellence for training, education, research, and consultation in the domains of Military Equal Opportunity, DoW Equal Employment Opportunity, and the prevention of harassment, hazing, and bullying across the total force.
