Strategic Workforce Acceleration Team (SWAT)

Strategic Workforce Acceleration Team (SWAT) is part of our Talent Management and Strategic Initiatives (TMSI) portfolio in support of the CPPC. Participants spearhead complex, enterprise-wide Talent Acquisition/Management reforms that span multiple mission sets and organizational boundaries.

Background

The Deputy Assistant Secretary of War for Civilian Personnel Policy (DASW(CPP)) is spearheading personnel reforms specifically engineered to serve as the primary catalyst for achieving the Department’s strategic human capital goals and priorities. By modernizing HR functions and enhancing workforce engagement, these initiatives ensure that every personnel action is a direct contributor to the Department’s long-term mission objectives. This opportunity codifies the DASW(CPP)’s commitment to this transformation, leveraging elite detail opportunities for high-performing DoW employees to directly facilitate the strategic advancement and mission-readiness of our human capital.

Purpose

The Department is engaged in a critical strategic competition for specialized talent, particularly within High Demand/Low Density (HD/LD) roles where mission requirements consistently outpace the available labor supply. The unique challenge of acquiring and sustaining this highly specialized workforce—and ensuring an agile, responsive talent pipeline across technical and operational domains—demands a unified, enterprise-wide approach. By integrating practitioners from diverse human capital disciplines and DoW organizations, we fuse the niche expertise necessary to successfully navigate this complex HD/LD landscape and secure long-term mission readiness.
